The sinks are functional as long as you don’t place objects under them. On top works just fine.

With this sinks you can build a beautiful decor for your laundry room (see pics). All options will appear but your sim won’t be able to use it as a decor.

Personally, I did this sinks only for decoration purposes for my laundry room, so I can place what I want underneath.
