Sims Can Tell Jokes Whenever Despite mood.

Hi, this mod unlocks the ability to tell jokes despite the mood of your sims and it also removes the lockout time (Cool-down) period for the socials. No more seeing your “sim is to uncomfortable, sad or angry to do this!” The mood requirement for the Self Deprecating Joke is left alone: Dazed and Embarrassed.
